Plumas-Sierra Rural Electric Cooperative is committed to helping its customers who need help paying their utility bill. Our goal is to make sure no one goes without the power they need. The Winter Rate Assistance Program helps income-qualified customers with that goal.

WRAP helps pay for energy used during the winter, when bills can be higher than average. Once approved, you can receive a discount on your kilowatt-hour rate for energy use during the winter billing period of November through April. The application for WRAP can be completed in just a few minutes.

This program is available to PSREC income-qualified members for electric service at their permanent residence in Plumas, Sierra, Lassen, and Washoe counties. Income qualifications and restrictions apply.

Members who qualified for WRAP the previous season need to recertify annually at the beginning of the program year.

For an application and program details, call (530) 832-4261, or access the information on our Low Income Assistance page.
