Hazard tree abatement on Plumas Sierra Rural Electric Cooperative (PSREC) overhead powerlines between Quincy and Hallelujah Junction including service territories within Plumas, Sierra, and Lassen counties, California. PSREC retains utility easements to operate their infrastructure on privately held lands where private citizens own the land and vegetation being targeted through PSREC’s vegetation management activities. PSREC forestry staff conducts annual hazard tree inventory within and adjacent to its overhead powerlines on private, state, and federal lands.
This Request for Proposal (RFP) seeks hazard tree abatement and follow-up slash treatment including chipping and removing, broadcast chipping, and/or lopping and scattering dependent upon location and in accordance with the specifications herein. Both live and dead trees will be targeted for abatement. Tree trimming requiring the use of climbing will also be required as part of the stated hazard abatement. This RFP applies primarily to portions of the PSREC system that are accessible to full-service tree crews, therefore interaction with the public should be anticipated. Use of Fulcrum software on a smart phone is required to document completed work. The amount and extent of hazard tree abatement is variable and unknown pending ongoing hazard tree inventory.
It is the intent of PSREC to hire one or more tree services to perform routine vegetation management services across their system. Additional vegetation management project(s) beyond the scope of routine maintenance may be offered for bid at the discretion of PSREC.
